NIH Wins Big as Congress Lumps Together Eight Bills
Article Abstract:
Congress increased funding of theNational Institutes of Health by a record $2 billion for 1999 and also increased appropriations for energy science programs. The National Cancer Institute will receive about 1/5 of the NIH appropriation. National Human Genome Research Institute funding will be $264.9 million.

Article Abstract:
Both Pres Clinton and Congress have proposed increases in research funding, while decreasing overall discretionary spending. However, Congress's gradual decreases in discretionary spending are more responsible than Pres Clinton's immediate raises in science followed by drastic cuts.
