Organization as a central component of technological policies
Article Abstract:
Technological policies should encourage the development of research and development activities. Policy development must consider the definition of policy goals, resources required, organizational structure, and implementation.This type of policy development requires emphasis on an organizational rather than a resource allocation approach. The organizational approach requires accumulation of related knowledge, coordination of technology-building activities, and consideration of technology as a social product.
