Site safety: rights, risks and responsibilities
Article Abstract:
Civil engineers should be aware of their legal obligations and responsibilities associated with construction site safety. Construction-related injuries make up 15% of workers' compensation costs and account for about 1,000 deaths of construction workers. Civil engineers are urged to study safe-place statutes, provisions of the Occupational Safety and Health Act and their contract obligations. They should also see to it that they carry out their duties professionally, including safety inspections, worker supervision and control of safety precautions.

Civil engineers should be knowledgeable about dispute management to avoid the devastating losses that could arise from litigation. An effective dispute management program (DMP) is comparable to an insurance policy which cushions one against bankruptcy, budget decimation, damaged reputations, loss of future work and monetary damages. Several DMP approaches include arbitration, mediation and partnering.

A growing number of engineers are managing design/build projects in the United Kingdom. They offer clients a flexible service involving variable design costing to suit individual project requirements. The engineer can more easily maintain a balanced view of all aspects of the construction, including cost and design quality, than other professionals within the construction industry.
