Article Abstract:
The federal safe drinking water law's rewriting bill envisages to create State Revolving Loan Funds (SRFs) amounting to $7.6 billion through FY 2003 to raise the requisite water infrastructure, and to meet the water standards and health protection objectives. Ten million dollars from the SRF total go annually to the Environmental Protection Agency (EPA) for health-effects studies. EPA is required to regulate the contaminants, the chlorination, and radon levels to keep health risks to the minimum. Drinking water safety violations have to be reported to the public within 24 hours.

Education issues in 1992
Article Abstract:
Legislators will make education one of the top priorities for 1992. Several proposed house bills center on providing financial aid for college students and improving the country's education programs. However, certain recommendations in the bills on student grants and loans pose funding problems resulting from the government's thrust to limit the number of student grants. Meanwhile, the American Society of Civil Engineers' proposed contribution to educational improvement is to assist in teaching students math and science subjects.

Clean water act likely to advance this year
Article Abstract:
Water quality management issues are appearing in Congress, including a Clean Water Act reauthorization bill that may be introduced by Congressman Norman Y. Mineta (D-CA). The Clean Water Act of 1972 ended with the state revolving loan funds (SRFS). However, even the prospects for continuing SRFS are good, since Pres Bill Clinton introduced a $16 billion economic stimulus package which may increase the funds to SRFS. Another water-related issue in Congress is the preservation of the wetlands.
