Phoenix was the only city of the nations 35 largest to earn an overall grade of A from Syracuse University's Maxwell School in 2000 and is now determined to assume a leadership role in the water treatment industry. Thus, it has decided to procure an advanced water treatment facility through the design/build/operate delivery method.

The restoration of Rio Salado (Salt River), which had become barren in the late 20th century, in the city of Phoenix, is discussed. The idea was the brain child of James Elmore, the founding dean of Arizona State University's School of Architecture.
