Article Abstract:
Contraception has played a key role in the decline of fertility rates between the early 1960s and the early 1990s. Some 65% to 75% of women in North America and western Europe use modern contraception, compared to 54% of women in Asia, 53% in Latin America and 10% in the middle part of Africa.

The proportion of the age 22 population earning B.A. degrees rose to a record 32% in 1999. However, Native American, Black, and Hispanic rates continue to lag, most recently due to anti-affirmative action politics.
