World responds to climate change and ozone loss
Article Abstract:
The Montreal Protocol on Substances That Deplete the Ozone Layer highlights the global consensus on environmental issues such as ozone depletion and climate changes. There is total agreement on evolving laws to curb emissions of harmful gases. However, less consensus exists on outlining the positive and negative impacts of climatic changes. US industry has reverted to energy efficiency means to stall carbon dioxide emission. However, developing states feel that global environmental laws will impinge on their potential for economic growth. Global warming remains a contentious issue marked by glaring discrepancies.

Engineering change in global climate
Article Abstract:
Interest in geoengineering has increased as public focus reverts to combating global warming through cost-effective means. The 1992 National Research Council panel on the policy implications of global warming has compiled a list of cost effective geoengineering schemes with a potential to effect climate control. Scientists are concerned about the climatic aberrations that could result from the uncertainty implicit in such schemes of calculated climate modification. However, given the extent of global warming, geoengineering's potential needs to be explored despite its ambiguity.

Climate treaty creates atmosphere for reform
Article Abstract:
The 1992 UN Convention on Climate that focused on the climatic changes wrought by the emission of greenhouse gases represents the first global attempt to address environmental concerns. The Convention has been successful in fostering consensus and compromise among scientists and participants on issues of targets and timeframes for reducing greenhouse gas emissions. The Climate Convention provides the institutional framework for future debates on the global climate issue.
