Journal of Housing LAB: No. 15: getting a good buy
Article Abstract:
Public housing and community development agencies buy more than $1 billion in goods and services annually, and businesses are realizing how important these agencies are as customers. Like any other consumer, housing and community development agencies are interested in getting the most value for their money as possible, and the service providers in turn are looking for reliable and consistent customers. The goals of each must be served by their relationship to assure that the relationship will be fruitful. The qualities required in good vendors and the benefits to vendors of doing business with housing and community development agencies are discussed, and methods of finding the right vendor, including the National Association of Housing and Redevelopment Officials' Manufacturers and Suppliers Council as a reference, are described.

Monitoring utility costs: Journal of Housing LAB
Article Abstract:
Most public housing managers believe that increased energy rates require the use of individual meters (rather than master meters) to ensure that tenants are careful about their use of energy. Utility costs have increased from 3 percent of the total budget for an apartment building in 1975 to 18 percent in 1985. The use of individual meters in apartment buildings can reduce the electric consumption in an apartment building by between 22 percent and 35 percent, according to different surveys. While the benefits of individual meters is obvious to most public housing managers, the cost of converting to the system is a major deterrent. An effective conversion process for public housing apartment buildings is described.

A buyer's guide for public housing authorities and community development agencies is provided, listing suppliers of modernization and maintenance goods and services. Among the categories under which the companies are listed are aluminum replacement windows, aluminum storm doors, aluminum storm windows, bathroom systems, computer systems and services, flooring, insulated steel replacement doors, kitchen cabinets, paint, ranges, refrigerators, residential water heaters, security, trash compactors, and window covers. A miscellaneous section lists lighting companies, maintenance services, planning and architectural firms, tool companies, construction companies, and brickface and stucco companies.
