The difficulties in assessing the impact of EU framework programmes
Article Abstract:
There are several problems in the assessment of the EU framework programs which do not address the pursuit for competitiveness by European industries. These include the nature of their goals and the difficulty in attaining them and problems in the concept and methodology of the studies which are part of the processes in the formulation of the programs. Findings of several studies show that the impact of the programs are more on learning more skills and creating more network relations.
