A case study of New Jersey's Local 560 is examined that illustrates the way in which gangsters acquired and maintained enclaves of control within the union. Local 560 not only affected local members, but also influenced joint council, regional and international levels of the union.

The study stated racketeering in industries was a problem for business owners and labor unions, with an oversupply of labor. Business and unions faced criminal adversaries, which were brutal and far more disciplined and sophisticated.
