Article Abstract:
The essence of the military reforms in Russia consists of a transition away from the form of organization of the army that was intrinsic to the administrative command system of the Soviet type and toward the organization of the army of a democratic state. The Armed Forces getting manned on a contract basis must entail a definite level of potential of citizens' readiness for this innovation.
