Local housing authorities must learn to manage their own assets as they become more independent from the Department of Housing and Urban Development. Local housing authorities should decide what is their core business and make decisions based on ways it can enhance that core business and build financial strength.

Tax exempt financing: new opportunities for affordable housing

New laws allow tax exemptions for public rental housing built with funds raised by tax-exempt private activity bonds. The tax exempt rules are explained and the steps for using this plan to finance public housing are described.
