Hope after Hope VI: A retrospective of an evolving program
Article Abstract:
A short description on the evolution of the HOPE VI, which was born out of the National Commission on Severely Distressed Public Housing, which identified 100,000 units of public housing nationwide that were not working is presented with reference to its rules. Began under HUB Secretary Henry Cisneros, who had encouraged experimentation, big visions, and creative planning, the program became increasingly codified under HUD Secretary Andrew Cuomo during President Clinton's second term, when the slow progress of completed projects drew criticism from Congress.

The enactment of the Quality Housing and Work Responsibility Act (QHWRA) of 1998 represented the most significant restructuring of the public housing and voucher programs since their formation. Congress, HUD, and industry and low-income advocates debate the way the mission and operations of the public housing program were to be restructured and sustained.

Article Abstract:
The Quality Housing and Work Responsibility Act of 1998 (QHWRA) constituted the largest overhaul of the public housing and voucher programs. Local housing agencies have begun to address the enormous backlog of public housing capital needs by borrowing against future appropriations of Capital Funds.
