Immigration-related welfare provisions in the FY 1998 budget process
Article Abstract:
The Personal Responsibility and Work Opportunity Reconciliation Act has restricted the eligibility of legal aliens for welfare assistance but the welfare provisions of FY 1998 budget process provide for the continuation of services. Under the provisions, majority of noncitizens who were receiving Supplemental Security Income and Medicaid on the day the reconciliation law was enacted will continue to receive such benefits. However, the provisions for legal aliens who came on Aug 22, 1996 and thereafter became disabled are still debatable.

The Supreme Court is set to review a Circuit Court ruling upholding the right of the US President to order the interdiction of Haitian boat people while still in the high seas. The Haitian Centers Council Inc contested the validity of the interdiction orders alleging violations of the Refugee Convention, Immigration and Nationality Act, Administrative Procedures Act and the first and fourth amendments. Plaintiffs also questioned the authority of the President to deny or suspend the entry of foreigners into the US.

Alien eligibility for benefits under the new welfare and immigration laws
Article Abstract:
The Personal Responsibility and Work Opportunity Reconciliation Act is that was signed into law on Aug 22, 1996. The law consists of comprehensive restrictions on the eligibility of legal aliens for means-tested public assistance. It is supplemented by the Illegal Immigration Reform and Immigrant Responsibility Act opf 1996. While the new welfare and immigration laws expand the use of sponsor-to-alien thinking, it also replaces alien eligibility programs with standards that are more comprehensive and restrictive.
