New law grants amnesty to Haitians
Article Abstract:
The Omnibus Budget Bill which contains several immigrant provisions was signed into law on Oct 21, 1998 by Pres Bill Clinton. The law enforces the United Nations Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, raises the quota for H-1B nonimmigrant workers and amnesty for Haitian Americans. The cap for nonimmigrant workers visas was increased from 65,000 to 107,500 visas until 2001. On the other hand, the Haitian Refugee Immigration Fairness Act of 1998 grants permanent status to Haitians who have been in the US since Dec 31, 1995.

Supreme Court rejects gender discrimination challenge to citizenship standards
Article Abstract:
The constitutionality of the Immigration and Nationality Act Sec 309 was questioned at the US Supreme Court. According to this provision of the law, children born out of wedlock outside the US can only be considered American citizens if the mother is a citizen or if the citizen father acknowledges the child before the age of majority. The high tribunal is of the opinion that the provision does not discriminate based on gender.

New immigration law raises many questions and uncertain future for aliens residing illegally in the United States
Article Abstract:
Illegal and lawful aliens will be adversely affected by the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (IIRIRA). The Act states that the longer an alien stays in unlawful status, it becomes more difficult to acquire a legal status. However, immigration reliefs are available provided that an immigrant meets the conditions and requirement asked from them.
