Sen Abraham Spencer presents an analysis of immigration issues. He claims that the Congress strongly addressed related problems through the Illegal Immigration Reform and Immigrant Responsibility Act of 1996. It authorized more border patrol agents and imposed a three-year wait for people with expired visas. Abraham also recognizes the contributions that immigrants have given the country and emphasizes that immigration policies should reflect the society's commitment to become open to immigrants who express their desire to work in the country.

The Illegal Immigration Reform and Immigrant Responsibility Act of 1996
Article Abstract:
A summary of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 prepared by the National Immigration Forum is presented. The act includes provisions on deportation, exclusion and review process; restrictions against employment of undocumented immigrants; restriction on benefits; border control; and interior enforcement, criminal penalties, and document fraud. Examples and the dates in which each of the provisions will take effect are also presented.
