Toward a new definition of refugee economic integration
Article Abstract:
Southeast Asian refugees in California have a much lower income than other ethnic groups. A greater percentage live below the poverty threshold and receive welfare than is true for other ethnic groups. Southeast Asians must spend more of their earnings on housing and their living conditions are more crowded than those of other groups. More work in the manufacturing industries and fewer in professional and other services. Refugee policy must pay more attention to bettering refugees' economic condition. These results were arrived at through an analysis of United States 1990 Census data and Housing Public Use Microdata Sample for California.

Implementing public policies and services in rural Japan: issues and problems
Article Abstract:
The implementation of Japan's revised Gold Plan is difficult in rural areas, due to depopulation, the disproportionately large number of elderly, geographical isolation, and conservative attitudes of the elderly. The large migration of young people from rural to urban areas, economic security and health care of elderly are concerns to be addressed in policy making for the elderly in rural areas. Although rapid changes in the economic, political, and social climate make the prediction of outcomes difficult, the policy has potential positive impact on welfare service for rural elderly.

Southeast Asian refugee resettlements in Japan and the USA
Article Abstract:
Work with Southeast Asian refugees in ASia and the US should take into account the major factors related to promoting successful emigration. These include he development of a bicultural model, means of empowerment for new citizens, working with families and ethnic organizations, successful case management strategies, and an international view of the situation. Refugee polices of Japan, the US and the Un are discussed.
