Presidential administrations that were supposed to protect precious wildlife refuges have failed miserably. Exxon Corp's fine of $1 billion was supposed go toward purchasing and protecting land near the Exxon Valdez spill, but funds are being mismanaged. The Upper Mississippi is another example.

Conservation successes during the 100-year publication of Field and Stream magazine include an 1896 Supreme Court case in which state ownership of wildlife was confirmed, and the establishment of the first National Wildlife Refuge at Pelican Island, FL, in 1903.

Article Abstract:
Government fishery and wildlife officials should be held accountable for their ineffective polices. Overfishing has caused a drop in the marine fish population, and lack of sensible seasonal limits for duck hunting has reduced the duck population.
