Court says US law applies to Antarctic waste cleanup
Article Abstract:
A federal court ruled in Jan 1992 that the National Environmental Policy Act (NEPA) applies to activities of the National Science Foundation (NSF) at the McMurdo research station in Antarctica. The Environmental Defense Fund (EDF) brought suit against NSF in May 1991 following a decision to build an incinerator at McMurdo Station to replace the practice of open burning of waste. The EDF contends that incineration would release heavy metals and toxic pollutants into the atmosphere. NSF maintained that it already followed sound environmental policy and that compliance with NEPA was unnecessary.

Choice to head NIST defines shift in US technology policy
Article Abstract:
Arati Prabhakar's nomination as director of the US National Institutes of Standards and Technology (NIST) signals that Pres Bill Clinton is set to adopt an industrial policy different from that of his predecessor. As deputy director of the former Defense Advanced Research Projects, Prabhakar ran into trouble with the Bush administration. A $4 million investment in a semiconductor company was deemed as contrary to policy discouraging government investment in fledgling companies. Her appointment implies that government is ready to cooperate with industry in improving the US economy.
