European debate on biotech highlights policy differences
Article Abstract:
The European Commission organized a trialogue in Jan. 1996 in Belgium to encourage open dialogue on biotechnology between institutions and with all concerned parties. Aside from the commission, the European Parliament and the Council of Ministers also attended the meeting. The conference is a product of the parliament's rejection of a draft directive that was set to mandate the patenting of biotechnological inventions. Some industry observers believe that the commission must be transparent in order to convince the parliament.

International fund fosters cross-border Irish research

Three cross-border research programs to be financed by International Fund for Ireland (IFI) have been launched by the British and Irish governments to promote collaboration between scientists from the north and south of Ireland and to promote peace and stability in the region. This move is in keeping with the Anglo-Irish peace agreement of 1986 to promote political stability by boosting the economics on both sides of the border.

Rubbia proposes a speedier voyage to Mars and back
Article Abstract:
The Italian Space Agency has undertaken a feasibility study on a new type of propulsion engine developed by Carlo Rubbia, Italian Nobel prize winner. The engine uses fission fragments of americium to heat propulsion gas and the gas could be heated to up to 14,000 K, generating speeds of up to 40 kilometres per second, which would achieve a manned trip to Mars and back in around a year.
