Japan's researchers merit further reforms
Article Abstract:
Japan's university research system needs changes despite the increased funding and changes made in the competitive grant system. The extra funding and benefits to the research institutes will improve the quality of research in Japan. The main problem is the lack of technical staff due to retrenchments. The government is planning the creation of about 10,000 postdoctoral positions for young researchers. In the university system, technicians will occupy the positions of research assistant.

Rewriting the rules for a post-Cold War world
Article Abstract:
The World Conference on Science, organised by the International Council for Science and Unesco, will be held in Budapest, Hungary, in 1999. The conference, which will be attended by senior scientists and government officials, must effectively address the dynamics and challenges of international scientific cooperation following the ending of the Cold War. It must also examine how equal access to science for all groups can be achieved and how the status of science can be safeguarded.
