Italian universities move to peer review for grants
Article Abstract:
Italy is to create a small body of five academics to take responsibility for the allocation of national research grants to universities. This is designed to ensure that Italian procedures for funding university research are more line with international standards. It should also boost competition between universities and between individual departments. At present, grant applications are considered by 14 committees, each of which is formed by around 10 experts chosen from the academic community.

EU research plan fails to charm critics

Critics doubt whether the EU can smoothly implement the fifth Framework research program (FP5), which will cover the period 1999-2003. The program reflects the commission's plan to divide research into six programs. The FP5 faces several obstacles, such as the lack of funds and a complex management structure. EU officials counter that FP5 is being linked directly to the economic and social goals of member states and calls for funding that is higher than in previous programs.

Ethics board members quit over 'imbalance.'

Members of Italy's national bioethics committee resigned following the appointment of nine orthodox Roman Catholics to the board. The members claim that these appointments, which have created a catholic dominance in the committee, highlight the political influence on bioethics. Biologist and Nobel prize-winner Rita Levi-Montalcini is a prominent member who has resigned from the board, invoking concern among scientific circles.
