Scientists fight for right to withhold data
Article Abstract:
The White House Office of Management and Budget (OMB) could force scientists to hand over raw data under the Freedom of Information Act (FOIA). Universities and scientific societies want the law revoked, and the plan by the OMB to interpret the law narrowly, has not dampened resistance. An amendment would only require raw data to be made available after final research findings have been published, and only if the research has been used by the federal government to develop policy or rules.

US agencies 'can fight' declining budgets
Article Abstract:
US science agencies have been empowered by the Clinton administration to seek larger budgetary allocations for their programs than those projected by the Office of Management and Budget. Budget plans proposed by the Congress and the administration hint at a decline in US research spending to balance the federal budget by 2002. During the same period, cutbacks in discretionary spending by one-fifth is expected to adversely affect allocations towards research and development.

Biosphere 2 begins fight for credibility
Article Abstract:
The Columbia University acquired full management responsibility of the Biosphere 2 complex and is planning to implement a program of biogeochemistry and plant physiology experiments to redevelop the structure. This would put to an end the use of Biosphere 2 as a replica of the earth's ecosystem. Ecologists believe the complex could serve as a model for human-controlled ecosystems.
