Casting out the outcasts
Article Abstract:
The UK may end what small tolerance yet exists for the way of life of 75,000 gypsies and New Age travellers if a pending change in the 1968 Caravan Sites Act is enacted. The changes would relieve local authorities from any obligation to provide camp sites and would criminalize unauthorized camps. Some officials feel that criminalizing the nomadic will only intensify the problem. Gypsy organizations such as the Romany Guild and the Gypsy National Council are active in efforts to prevent the Caravan Sites Act repeal and win more civil rights.
