Critics contend U.S. policy on the Internet has 2 big flaws
Article Abstract:
US electronic commerce has suffered primarily because of the Clinton Administration's problems with data encryption and privacy controls, according to critics. The issues overshadow an otherwise successful Government action in information technology since 1997. Senior adviser on Internet issues Ira Magaziner said in Jun 1998 that the Administration had achieved most of its one-year goals to nurture electronic commerce, especially in preventing any duties. The Administration's policy in letting the private sector lead the issue has drawn general approval from industry groups. By comparison, privacy advocates and academic observers say the Administration's inconsistent policies and lack of leadership would fail to produce effective self-regulation. A consensus identifies the Administration's support for Government regulation of encryption technology as the most significant policy contradiction.

Control of domain names draws alternative proposal; planning the Internet's final privatization
Article Abstract:
A group led by Internet co-founder Jon Postel proposed the creation of Internet Corporation for Assigned Names and Numbers, a California-based nongovernmental organization that would oversee the Internet. The proposal coincides with the Clinton Administation's final phase in privatizing the Internet. Creation and distribution of Internet addresses such as .com and .org represents the most intermediate issue, as the Government seeks to shift the lucrative domain-name registration monopoly from Network Solutions to an international nonprofit organization. The Postel group's plan would call for a 19-member board that would handle maters including initial competition and international needs. The Government has extended its contract with Network Systems since its Oct 1, 1998, expiration until it reaches a decision.

In 1997, President Clinton presented a list of goals to increase Internet growth. Critics claims that a consumer privacy protection policy for online transactions and a data scrambling export policy are especially confused.
