What should be our human capital investment policy?
Article Abstract:
The human capital investment policy of the government should be centered on the youth. Evidences show that investing on the youth sector would be highly rewarding and fruitful as "early learning facilitates later learning." The labor market is primarily comprised of unskilled employees giving rise to wage inequalities as workers are compensated commensurate to skills. A human capital investment policy should improve the skills of all workers, particularly at the unskilled level. Adult workers should be provided with transfers or wage subsidies instead of the full policy.

Human capital formation and general equilibrium treatment effects: a study of tax and tuition policy
Article Abstract:
Skill formation or output is not greatly affected by changes in proportional taxation. A dynamic overlapping generations general equilibrium framework shows that the effect of tax modification on output, consumption and real wages reaches its peak only when a flat consumption tax is modified. Such condition, which also results in a slight increase in wage inequality, is also applicable to open economy simulations with world market-based interest rate.

A note on the taxation of capital income in the Czech Republic and Poland
Article Abstract:
The capital income tax systems of eastern European countries on their way to becoming market-based economies are coming under scrutiny because of reports that these countries would soon seek membership in the European Union. This is particularly true in the case of the Czech Republic and Poland. Capital income taxes are shown to significantly affect incentives for firms to invest in these countries.
