Article Abstract:

Regional trade agreements are becoming increasingly common, and include the North American Free Trade Agreement and European Union. Economists are concerned that these agreements could distort trade and lead to a reduction in efforts to free world trade. High levels of discrimination against non-members are more likely to lead to trade diversion. Regional groups can merge, and can also strengthen free-market reforms, so regional agreements are not important in themselves, rather the commitment to free trade of governments is important.

It is in the best interest of the US if an agreement is reached in the General Agreement on Tariffs and Trade (GATT) talks in Uruguay. The US, always an advocate of free trade, appears ready to scuttle GATT unless they receive a few more concessions on key issues.
