Town halls have been seized by supporters of President Hugo Chavez in Venezuela, following the victory of his candidates in Jul 1999 constituent assembly elections. Labor union centers have also been affected. Supporters of the president claim that they are seeking to prevent local politicians from stealing public funds. There have been corruption allegations, and the assembly could act against governors as part of a series of emergency measures.

A new broom in Venezuela
Article Abstract:
Hugo Chavez is the new president of Venezuela and he has previously led a failed coup. He argues that a new constitution is needed and that a referendum will be used to decide on the issue. Venezuela was hit by recession in 1998 and could also suffer recession in 1999. Petroleum prices affect the economy, and government revenue has been hit by a drop in petroleum prices. There is rising unemployment, and the budget deficit is becoming a problem.
