Fear and cynicism in Guatemala
Article Abstract:
A referendum has been held in Guatemala on May 16 1999 on changes to the constitution and the rights of indigenous peoples who account for some two thirds of the population. The proposed changes included modernization of the army and official status for 24 indigenous languages. The main political parties backed the proposals, but only some 20% of the population voted on them, and they were defeated. Voter turnout was especially low among Mayans, and this could be due to fear of reprisals. A new president could still bring in some of the proposed changes, but there is concern that the peace process in Guatemala could be affected by the referendum.

Serrano's attempt to dismantle Guatemala's democratic constitution met with overwhelming disapproval both domestically and internationally. The US immediately cut aid. Serrano was removed from office and replaced with vice-president Gustavo Espina.
