China's inglorious poor
Article Abstract:
Economic growth has been more rapid in China's coastal regions than it has in the interior. The leadership has started moves to rectify the imbalance of wealth than was growing between the regions, asking foreign investors to focus on the interior, and giving greater freedom to local government. Local protectionism has hampered efforts to share wealth more equally, and this can take the form both of bureaucracy and tariffs. The concentration of heavy industry in the south west in the 1950s has left the region handicapped in the 1990s.

An offer they cannot refuse: China
Article Abstract:
China is not getting the public interest it hoped for with the $5.26 billion bond issue it has offered. It had hoped to finance a major infrastructure project with the plan, but so far only 27.6% of the bonds have been sold, mostly because of high inflation.
