The North Atlantic Treaty Organization (NATO) has become more unified over the bombing of Serbia until its conditions are agreed to. Meanwhile, The International War Crimes Tribunal of the United Nations has indicted the president of Yugoslavia, Slobodan Milosevic, making it difficult for negotiations to be carried out with him. His power base in Yugoslavia appears to be disintegrating. Economic pressure on Serbs is also believed to be effective, with water and power supplies disrupted.
