Italy's market for sweet and savoury biscuits has been fragmented, with 150 manufacturers, most of them are located in the central or south-central regions, that produce different products. Largest players include Barilla, with its leading brands Mulino Bianco and Pavesi, and Parmalat, which has its focus on the milk market and biscuits play only a smaller role. Medium-sized manufacturers include Saiwa, Nestle, Colussi Perugia, Loaker, Bauli, Accornero, Doria, Irps and Bahlsen. Majority of these firms started their business by producing regional specialty and later distributed their products on a national level. Smallest manufacturers serve a local market and usually provide simple low-priced products.

Barilla remains to be the number one among manufacturers of sweet and savoury biscuits in Italy, holding 48.5% of volume sales in 1997. Colussi ranks second after its volume share increased to 4% in 1997 following its acquisition of the Misura biscuit brand from Plada. Barilla's strong position in the overall market has been attributed to its leadership in both savoury biscuits and sweet biscuits sectors. The firm remained to be the favorite of Italian consumers despite the emergence of private labels and the competition posted by discount stores.
