Criteria for Selecting Trade Representation Offices Abroad

Less developed countries which endeavor to form or improve official commercial representation are likely to experience uncertainty over the location of post to best serve foreign markets. Staffing overseas posts should be accomplished systematically. Post size, location, and number should be established in regard to objectives that are clearly defined. Primary objectives of overseas posts are to solidify governmental trading relationships, promote raw material and primary commodity exporting, promote manufacturing, promote investments and tourism and collect data of an economic and commercial nature from the host country. Locations should then be considered according to both macro and micro factors. Macro criteria is related to economic conditions, political links, current trade links, sales possibilities and competition considerations, extra market activities, investment chances, and import system. Micro criteria are specified as single firm market experiences and future strategy formulation. Ireland's experience in this area is analyzed as to costs and benefits.

How Ireland's Trade Representation System Operates
Article Abstract:
Ireland's trade representation service functions under the Irish Export Board/Corastrachtala (CTT). CTT manages the trade representation service in addition to other export promotion functions: marketing advisories, group promotions, incentive funding, market research, trade data, transport data, design and publicity. CTT has four divisions, one of which handles overseas trade representation. It has twenty-five overseas posts which are run by native Irish managers. Marketing advisors typically come from the private sector, but may come from the state ranks or from within the CTT. Basic functions of the CTT are analyzed. Field office co-ordination is achieved through both written and verbal controls such as management-by-objectives (MBO) and monthly financial statements. Field offices remit monthly statements of expenditures in accordance with their annual budgets. CTT provides tuition assistance for employees wishing to pursue part-time study in related fields.

Planning and Budgeting for Trade Fair Participation

Trade fair participation necessitates strict attention to planning and details. One individual should be named as the co-ordinator. Tasks should be clearly defined at the beginning and time estimates should be given. Outside contractors, if any, should be specified. Lead times should be substantial and regular revision should be provided for. After some experience with trade fairs, a checklist and deadlines for the same can be more easily promulgated. Sample time tables arranged according to activities and organizational steps are featured. One time table is predicated on a situation where information is easy to obtain and the other addresses cold type entries suggesting only rough time approximations. Budgeting must be carefully scheduled, including cost-sharing provisions. Planning should allow periodic review and revision of the budget in light of the possibility of cost overruns.
