Damned if they do: Laos
Article Abstract:
Laos is trying to raise money by building dams and exporting hydroelectric power to Thailand. Thailand's economic crisis, problems with getting investments through the World Bank, and potential environmental damage are obstacles in building the first of these dams, called Nam Theun-2.
