The Spratly Islands, a small group of barren but potentially-oil-rich coral reefs in the South China Sea, are the subject of competing claims between several nations. Vietnam and China have actually fought naval battles over the islands and more recently, the Philippines accused China of fortifying a tiny island within its exclusive economic zone. The already-tense atmosphere is being aggravated as claimants hurry to conclude deals with foreign oil firms for the exploration of the area. It is suggested that all claimants refrain from military confrontation and instead work together to jointly develop and exploit whatever resources may be found in the area.

Growing - but grumpy

Worried businessmen in Sri Lanka say a lack of govt direction, combined with increased military spending that is pushing up interest rates, is behind the malaise that plagues the stockmarket. Share prices have plunged by a third since Jan, with more losses to come, say local analysts. Higher production costs and a sliding rupee discount the benefits of a strong first half for agriculture, despite strong prices. First-half exports rose 23%, led by textiles and garments, while imports rose 20%, part of it for an airplane.

Damping will hurt
Article Abstract:
Czech Republic: About 20% of the current capacity of steel companies will be damped during the restructuring of the metallurgy industry. Nine steel furnaces at Nova hut (Czech Republic), Zelezarny Hradek (Czech Republic) and Vitkovice (Czech Republic) and rolling mills at Nova Hut and Poldi (Kladno, Czech Republic) will be damped during the first stage in 1999-2005. Further facilities will be damped during 2006-2010. The restructuring conception counts on total costs of 82 bil Kc.
