Developing awareness
Article Abstract:
An emphasis on development has forced environmental concerns in South Korea into the background, though increased spending and a higher profile for non-government organizations promise some change. Many people consider waste and pollution problems for local or central government, and interministerial confusion, bickering, and red tape compound the difficulty of changing attitudes and achieving goals. The country spent only 0.51% of its GDP on environmental protection in 1995, up from 0.39% in 1994, but businesses and citizens are growing more aware.
