Diplomacy amid the rubble
Article Abstract:
There have been increased efforts to seek a diplomatic solution to the war in Yugoslavia, while the North Atlantic Treaty Organization (NATO) is divided on whether ground troops should be used in Kosovo, Yugoslavia. There are unanswered questions such as whether Yugoslav president, Slobodan Milosevic, will accept conditions set out by Russia and western countries, and about the composition of any peacekeeping force in Kosovo, Yugoslavia. There are risks involved in using ground troops, and there are divisions within NATO on this issue, but air strikes alone do not appear to be effective.

The North Atlantic Treaty Organization is expected to create a new alliance and organization that will address the issue of Eastern European security at its summer 1997 meeting. The details of the alliance and security issues need to be determined, and not all countries support Russia's membership.

Russia decision to sign a settlement with the North Atlantic Treaty Organization on May 27, 1997 may further fray the Commonwealth of Independent States (CIS). Russia faces difficulties with other CIS members, especially Ukraine, and may welcome the end of the CIS.
