Article Abstract:
The EU Commission has announced that they will research more closely the merger intentions of Finnish and Swedish forest industry companies Enso and Stora. The Commission believes that packing board production as well as newsprint and magazine paper production would be centralized to too few manufacturers. According to the Commission's announcement the new company would govern a "significant share of the markets and capacity in the European economic area". In liquid packaging board the merger would, according to the Commission, lead to "an extremely large market share". StoraEnso would hold 70% of the liquid packaging board markets. The final opinion by the EU can be expected within the four month time period, i.e. by November 1998 the latest. According to Enso, the postponement of EU's decision on the merger comes as no surprise since the merger is significant and the Commission has no experience on corresponding cases. Enso does not believe that the research necessarily causes considerable changes on the merger agreement.

According to Finland's Enso the merger of Enso and Stora will not bring the FSC standard to Finnish forestry even if the mark is used in Stora's forests in Sweden. In Finland, the industry is more dependent than Sweden is on smaller forest owners who are weary of the FSC since they do not feel they are sufficiently represented in the FSC administration. Enso will not take the FSC mark in their forests as viewing the forests would be expensive and difficult. Enso's own forests account for only 5% of their wood demand. However, the Stora and Enso's procedure in environmental issues are very similar as are the environmental policies of Sweden and Finland.

The EU Commission has postponed the decision on the merger of Finnish and Swedish forest industry companies Enso and Stora to StoraEnso until 3 August 1998. The Finnish Office of Free Competition estimates that the postponement may be due to liquid packaging board in which Enso and Stora hold considerable market shares. Enso believes the merger will be realized within the planned time schedule.
