Cambodian dictator Hun Sen is determined to retain his grip on power in the general election set to take place on Jul 26, 1998. His Cambodian People's Party (CPP) is using many tactics associated with the one-party state it controlled from 1979 to 1991, including biased media coverage and cheating, in the run-up to the election. Even if this party performs badly, it will probably still gain at least one-third of the vote, thus placing it in a position to form at least part of the next government. Some Cambodians intend to back the CPP because they are worried about what could happen if this party loses the election.

Cambodia's flawed miracle

International observers monitoring the election held in Cambodia on Jul 26, 1998, were quick to express satisfaction with the electoral process. Their presence reassured ordinary Cambodians, more than 90% of whom voted. However, there has subsequently been controversy about the election results, which have been rejected by opposition parties. This development may seriously damage the credibility of the monitoring operation, having a particularly negative impact on the European Union, which was the main driving force behind the election.

Not quite the Nelson touch

It is becoming increasingly clear that the recent election in Cambodia, which appears to have been won by Prime Minister Hun Sen's Cambodian People's Party, was not free and fair. International observers declared their satisfaction with the election very quickly, and are now very reluctant to change their stance. Many Cambodians have expressed amazement that international observers could have been so blind to cases of intimidation in the run-up to the election.
