Krupp's failed $8.1 bil bid may become a joint venture between the two giants. When Krupp acquired Hoesch, the result was a fourth of the labor force being laid off, This brought bitterness to the Ruhr area with its 18% unemployment. If the joint venture works, the workers would be molified.
