Where's the money coming from?
Article Abstract:
Following the collapse of Railtrack, the UK government needs to find a new structure for the country's railways. The challenge is to create a structure which will allow railways to raise private finance while meeting the needs of passengers more effectively.

The UK government's Oct, 2001, decision to declare Railtrack bankrupt is a direct result of the mess made of its 1996 privatisation. Poor management and under-investment meant that receivership or a government bail-out was inevitable.
