Free to be poor
Article Abstract:
The gap between rich and poor countries has widened and one explanation for this has been that poor countries are at fault for having bad government. Other may see it as natural that those with advantages should perform better. Economic freedom hase been suggested as a goal that governments in poor countries should strive for. The definition of such freedom is not easy to pin down, and it includes the idea of government intervention to provide stability and incentives for economic activity to take place.

The Okinawa summit of rich economies in Jul 2000 is tackling divisions between rich and poor countries. There is a real need to allow poorer countries access to rich countries' markets, and summiteers should address this problem.

Poverty is increasing in some regions, while aid is falling, and developing economies face trade barriers when they seek to export to richer economies. War and corruption are also linked to poverty.
