Indonesia is the closest neighbor of Australia, and relations between the two countries have been made difficult by the slaughter in East Timor by militias supporting links with Indonesia rather than independence. Australian troops head a peacekeeping force in East Timor. Australia is concerned about a possible threat from Indonesia and has previously carried out a policy of appeasement, accepting the invasion of East Timor by Indonesia in 1975. There is concern about political instability in Indonesia. Some critics argue that a referendum should not have been held in East Timor until Indonesia had set up a democracy.

Michael Moore is to be the new director general of the World Trade Organization (WTO), followed by Supachai Panitchpakdi, after three years have elapsed. This is a compromise agreement after a delay in appointing a new WTO head due to both candidates being favored by similar numbers of backers. A new set of talks is planned for Nov 1999, and the new head will have a great deal of preparation if this is to be a success. New rules are planned for selecting the WTO head in order to prevent a similar deadlock in the future.
