An analysis of the successful conversion of Fort Benjamin Harrison from a military facility to a civilian commercial center reveals that planning, execution of conversion and timing are important factors in minimizing the adverse economic impact of base closures. The military base was converted to a commercial center almost immediately and was done with careful planning that the economic impact of idling the facilities was reduced.
