Fujimori government split over policy

Investors are becoming worried about the apparent lack of committment to privatization by the Peruvian government. Revenues from government sales fell from $2.6 billion in 1996 to $541 million during the first 9 months of 1997, and the economy minister Jorge Camet wants to re-establish the country's privatization policy. President Fujimori has instigated a congressional amendment allowing the state to keep a majority holding in privatized energy utilities, which undermines the whole policy.

Investment push for Peruvian projects
Article Abstract:
Peru's Premier Alberto Pandolfi has established a state run body to promote infrastructure investment. Promcepri will spearhead the government's initiative to improve infrastructure investment to 4.25% of GDP in 1998 from 3% in 1997. Concessions will be used to encourage investments in highways, telecommunications, airports and ports. HydroQuebec of Canada has won the concession to run the Mantaro-Socabaya transmission line and will receive a $179.2 million government subsidy.

Peru takes the long view
Article Abstract:
The pace of privatisation in Peru is expected to slow down according to indications from President Fujimori, as he set a new target date of 2000 for completion of the process. There are problems of injecting large amounts of cash into the economy without provoking inflation and the government also wants to stretch sell off revenue over a longer period of time to help the current account deficit.
