Article Abstract:
The European method of project procurement would prevent the unnecessary risks taken by architects who accept a commission without the project having received full approval. The UK system works on a commission-basis which results in architects carrying out work for projects which may not have been approved. The European system of procurement is based on a two-tier systems which involves projects being granted funding before an architect can be officially commissioned.

Article Abstract:
The guidelines for construction procurement to be published by the UK government in Jun 1999 are designed to boost performance, quality and value for money. The government plans to use a 'partnering' system of single-point commissioning. A 'prime contractor' will be appointed by the client, while architects act as second-tier suppliers. The architectural profession should try to avoid this trend, making it clear that quality design offers genuine value for money.
