Article Abstract:
There have been efforts to reach an international agreement on measures to protect the environment at Buenos Aires in Nov 1998. Developing economies argue that reducing emissions could hit their economic growth, and the US is seeking to change this attitude. India and China have refused to discuss the issue although Arguentina has offered to take voluntary measures. Petroleum companies may themselves promote change, and have already announced measures to tackle the problem or greenhouse emissions.

Efforts to reach an agreement to tackle the problem of climate change are examined in detail. The outcome of talks in Bonn, Germany, is not likely to be positive. The US is not taking part, and Europe still subsidizes dirty industries.
