Candidates are being selected to run for the post of mayor of London, England, with Frank Dobson and Ken Livingstone competing to be the Labor party candidate. The Greater London Authority (GLA) will also have 25 members of a new assembly, and electionms are to be held in May 2000. The Greater London Authority Act sets out the GLA's functions and powers. The GLA has the task of promoting the economic, social and environmental development of the capital. There is a lack of clarity as to what might occur if there were differences of opinion with central government on transportation policy. Central government may not exercise powers to control London policy for political reasons.

Article Abstract:
Prices in the 13 French-speaking African countries are extremely high, because of the CFA franc, which is overvalued 20-60%. Those countries have been avoiding devaluation, which may eventually come about to avoid economic stagnation.
