Article Abstract:
The US prison population has almost doubled since 1987, and it now numbers around 1.6 million. Prison conditions have also gotten worse. In an effort to save money and appear tough on criminals, wardens have cut privileges, reduced training programs and reinstituted chain gangs in some locations.

Too close for comfort: California's prisons

California's huge and growing prison population has taxed the resources of its Corrections Dept to the breaking point. Despite double-digit annual budget growth, the department is unable to reduce overcrowding. Governor Wilson is backing a $2.6 billion bond issue to fund prison construction.

A shock to the system: drugs in prisons
Article Abstract:
Downview prison was the first United Kingdom's prison to institute a drug treatment program. Based on the 12-step program of Alcoholics Anonymous, the program has been well-received by prisoners, and drug use among prisoners has declined from 45% to 8% since 1994.
