Article Abstract:
There has been talk of tax competition in Europe prior to the launch of European monetary union (Emu), the argument being that investors are likely to seek countries where taxes are low. Markets may also be unble to function properly if there are distortions due to different taxation and regulatory regimes. European tax rates are high and there does not appear to be a lack of regulation, while capital is not fully mobile, especially once investments have been made in plant and a work force. Taxes will always bee needed but competition could mean that governments have to provide value in areas important to business such as transportation and education systems.

Futures exchanges in German, France, and Switzerland are making arrangements to conduct trades by way of computer. The scope of this system should intensify after the single currency is introduced in 1999. After that time, the trades will no longer be identified as German, French, or Swiss.
